Between rarely doing things that will really skyrocket it, and being just touchy enough as a person to keep it down low, he's done a pretty decent job maintaining it at a lower tier, though one of his best sources for balancing it has left.
Atsumu's not aware of that right now though, and the loss of another acquaintance (almost friend) will hit in a different way later when he learns the truth.
